“Our democracy is dead.”

I’ve heard this phrase uttered all across the world after the passage of a restrictive voter law, the closure of an independent news outlet or the results of a questionable election. Friends and acquaintances over the years have lamented: Because of x, my country is no longer a democracy.

Is it not? Was it ever?

I’ve seen my share of campaign slogans, and—to my knowledge—democracy assistance has yet to make it to the political mailers. In fact, foreign policy is rarely a key campaign issue for Congressional candidates, who tend to talk about fixing problems at home rather than facing challenges abroad. Yet, when they come to Washington, Members of Congress become essential decision-makers in the foreign policy process that determines America’s place in the world.

The outcomes of the June 23 Brexit vote and the October 2 referendum on the peace deal in Colombia raised questions about voting and political participation: How could something so unanticipated happen? Would people lose faith in democracy? Could we be similarly blindsided in the United States in November? Should we even vote at all?
